What Korean agriculture can learn from the Netherlands: translate, do not copy
Dutch farming is often reduced to a short list: technology intensity, greenhouses and exports. But another country’s farming model is not something to import whole. Land patterns, climate, water, energy prices, labour, consumer markets, regulation and co-operative or distribution structures all shape outcomes. The useful question for Korea is not “Can we become the Netherlands?” It is: which ways of solving problems can be translated for Korean conditions?
First lesson: look beyond the farm gate
Wageningen University & Research (WUR) treats a food system as more than production. Its approach considers food availability, healthy diets, fair distribution of costs and returns, and the sustainability of climate, soil, water and biodiversity alongside processing, distribution and consumption.[^wur-food] It is a reminder that yield alone is too narrow a test for policy or investment.
For Korea, a smart greenhouse or a new variety should be assessed not only by harvest volume, but also by energy and water use, local employment, logistics distance, waste, farmers’ bargaining power and what customers can realistically pay. Better production technology will not reliably translate into farm income or regional resilience if packing, storage, wholesale, processing and contracting are weak.
Second lesson: circular agriculture is broader than using waste
In its 2019 action plan, the Dutch government set out an ambition for the Netherlands to lead in circular agriculture by 2030. Its vision calls for a shift away from pursuing production volume and lower cost alone, toward optimising resource use and producing food in harmony with nature.[^gov] WUR describes circular food systems as a whole-system approach that minimises biomass losses and uses outputs as fully as possible.[^wur-circular]
That is more demanding than simply finding a use for a residue. A region needs to ask whether a by-product can move safely and economically, what it does to soils and water, whether it meets food and feed rules, and who bears cost and responsibility. Closing loops also means avoiding the recirculation of harms.
Third lesson: connect research, experimentation and farmers
WUR explains that sustainable food-system initiatives scale through bundles of technological, informational, institutional, social, legal, financial and market innovation—and through collaboration.[^wur-scale] This is why on-farm and place-based experimentation matters. Rather than transferring a result one way, farmers, researchers, businesses, local government and buyers can define a problem, test responses and make both benefits and side-effects visible.
In Korea, regional trials can connect major crops, producer organisations, young farmers, extension services, universities and food businesses. A single showcase farm is not enough. Evidence should show whether an approach works across different farm sizes, climates and financing conditions, and where it fails.
Fourth lesson: transition needs revenue and room in the rules
WUR’s work on the Dutch transition notes that pioneering farmers may diversify income through nature or water management and other services, or capture value through differentiated products and own brands or labels. It also finds that regulations, market dependencies and established business structures can restrict experimentation, calling for legal, financial and social space to learn.[^wur-transition] Sustainability will not endure if it is only an extra cost placed on the farm.
For Korea, environmental aims need to be designed alongside real cash flow, price formation and risk-sharing. Test whether operating costs, certification and record burdens, and any market premium remain viable after a programme ends. Regional contracts, shared logistics or processing and credible measurement can help in particular places, but none is a universal recipe.
Fifth lesson: data needs both public value and farmer agency
OECD finds that digital technologies can help close information gaps, lower administrative costs and improve policy evaluation. It also identifies connectivity, standards, data quality, ownership, privacy and capability gaps as governance challenges.[^oecd] Korean digital agriculture should allow farmers to understand and export their own data and to keep operating when a service stops or a provider changes. The roles of public data and private platforms, consent, permitted uses and accountability need to be defined early.
The takeaway
The most useful Dutch lesson is not a particular greenhouse or automation package. It is a habit of seeing productivity, nature, revenue, consumption and institutions as one system; testing in the field; and discussing transition costs and benefits openly. Korean agriculture should start from Korea’s regions, farm structures, food culture and climate risks. International examples are most valuable as prompts for better questions and better validation—not as blueprints.
